If they'd let Troy's family in, they'd have to confront the fact that this man they're so intent on murdering is a human being with family of his own. Better to maintain the illusion that he's the monster who deprived them of something so much they NEED to see him dead.

If I were the dead cop's family I'd be a lot angrier that there's doubts that any kind of justice was done. If all those witnesses recanted and the remaining one is the other main suspect, where's the justice in watching the wrong guy get killed? That's entirely aside from popular religious concerns about how the state murdering someone in the name of justice isn't actually righteous at all.
