It's not surprising to me, since people like Simon Baron-Cohen and Uta Frith love to claim autistics have no self-awareness, empathy, or interest in people, so why not have government officials say these kinds of things about deaf people? I've long stopped having my eyebrows raised about the patronizing attitudes there are against the disabled.
