Well, I have no idea about LA, but in my experience not every homeless person is aggressive, and definitely not every person with metal illness is aggressive (people living on the streets are mostly used to violence, so a lot of them don't expect anything better and are ready to be attacked).
But I don't think you are obliged to do anything if you are dealing with social phobic and fear to be triggered, you probably have a lot to deal yourself. Just regard people as people.
