UN Women releases first report: Progress of the World’s Women

The newly created organization within the UN, UN Women, led by former president of Chile, Michelle Bachelet, (Under-Secretary-General and Executive Director) dedicated to gender equality and the empowerment of women which was established to accelerate progress on meeting the rights of girls and women worldwide, has released their first report yesterday, Progress of the World’s Women.
The report can be downloaded here (link goes to PDF file) and the facts sheets (also in PDF format) are available here.
In the interest of brevity for this post (and you will notice that brevity has not been achieved given the amount of data I went through), I have specifically gone through the fact sheets and not focused on the overall report. I might collate the data in the report itself (which deals with specific cases and studies in each region) for a future post.

NEPAL:Sex Workers Demand a Place in the Constitution

KATHMANDU, Jul 12, 2011 (IPS) - Every time Bijaya Dhakal goes out to meet people and tell them what she does for a living, the simple task becomes an act of courage requiring nerves of steel. Dhakal is the founder of Nepal’s first and only organisation of women sex workers now trying to make the state and society listen to a community long hushed by poverty and discrimination.

A widow who had not completed school, the 35-year-old mother of two became a sex worker after struggling to raise her family on the meagre wages she earned in a factory. For almost eight years, she led a double life, working in the capital Kathmandu and returning to her village sporadically, with her family believing she worked for a non-government organisation.

"Sex workers suffer at the hands of the police and, at times, their customers who beat them up or rob them. Yet they can’t complain because the moment people learn what they do, a change comes over them," Dhakal says.

"Landlords throw them out, and even doctors and nurses at the hospitals loathe touching them for fear of contracting some disease. I began to wonder one day, how long can we stay hidden? If we continue to hide, how will our needs and demands be met?"

Six years ago, Nepal’s growing gay rights movement inspired Dhakal to cast aside the veil of anonymity and start Jagriti Mahila Sangh. Jagriti means awakening, and Dhakal hopes it will catalyse sex workers hidden in the 75 districts of Nepal to unite for a change in their lives. MORE

How To Be an Ally To Sex Workers
1) Don’t Assume. Don’t assume you know why a person is in the sex industry. We’re not all trafficked or victims of abuse. Some people make a choice to enter this industry because they enjoy it, others may be struggling for money and have less of a choice.

2) Be Discreet and Respect Personal Boundaries. If you know a sex worker, it’s OK to engage in conversation in dialogue with them in private, but respect their privacy surrounding their work in public settings. Don’t ask personal questions such as “does your family know what you do?” If a sex worker is not “out” to their friends, family, or co-workers, it’s not your place to tell everyone what they do.

3) Don’t Judge. Know your own prejudices and realize that not everyone shares the same opinions as you. Whether you think sex work is a dangerous and exploitative profession or not is irrelevant compared to the actual experiences of the person who works in the industry. It’s not your place to pass judgment on how another person earns the money they need to survive.

4) Watch Your Language. Cracking jokes or using derogatory terms such as “hooker”, “whore”, “slut”, or “ho” is not acceptable. While some sex workers have “taken back” these words and use them among themselves, they are usually used to demean sex workers when spoken by outsiders.

5) Address Your Prejudices. If you have a deep bias or underlying fear that all sex workers are bad people and/or full of diseases, then perhaps these are issues within yourself that you need to address. In fact, the majority of sex workers practice safer sex than their peers and get tested regularly.MORE

A Revolution of Equals

Women are very visible in Tunisian society. They mix freely with men, are highly educated and career-minded, and have enjoyed some of the most egalitarian legal rights in the Arab world, enshrined in the Personal Status Code (PSC) of 1957. The PSC was drawn up by Habib Bourguiba, Tunisia’s first president, directly after independence from France and even before the national constitution was written. It improved women’s rights, particularly in family law, by removing some of the more patriarchal aspects of shari’a: polygamy was abolished, the consent of both parties was now required for marriage and judicial procedures for divorce were established. Bourguiba was ousted in 1987 by Ben Ali, who extended the pro-women policies. One of the most interesting aspects of the Tunisian Revolution from a feminist perspective is that many of the women who participated in the protests that brought down Ben Ali are now campaigning to defend the rights they’ve already been enjoying for some time, fearing that the post-revolutionary period might bring a surge in popularity for the Islamist party, Al Nahda (‘the Renaissance’), and a swing towards traditionalist ideas about women.

Tunisia: Will Democracy Be Good For Women's Rights?

Falling tyrants and rising freedoms have been a recurrent theme of the Arab Spring. Invariably, in every discussion of democratisation in the Middle East, the question of women crops up. The key conundrum: will democracy be good for women’s rights?

 


While the social and political movements gaining momentum in the Middle East and North Africa appear to be opening the door for democracy, initially progressive revolutions do not often result in sustained improvements for women’s rights. While Arab women have been crucial in the revolutions that have shattered the status quo, their role in the future development of their own countries remains unclear. In Tunisia, for example, the fear is that women will be sucked into an ideological and religious tug-of-war over their rights, reducing the complexities of democratisation into a binary secular/non-secular battle.

 

In contrast to vivifying images of flag-waving female protesters taking over Avenue Habib Bourguiba and Tahrir Square in January and February, women are barely present in the interim governments: two in Tunisia and one in Egypt. Valentine Moghadam, an expert in social change in the Middle East and North Africa, describes the first months of post-revolution Tunisia as a "democracy paradox" - a post-protest period of democratic freedom that simultaneously witnessed the disappearance of women’s representation. The lack of female voices in Tunisia’s transitional government seemed an early warning sign of such a trend of exclusion. “Unless women are visible during the negotiations,” Moghadam argues, “a nation's new sense of freedom may not be shared by all”. Many women involved with Ben Ali’s party, the Rally for Constitutional Democracy (RCD), were excluded from the transition processes, and massive structural impediments hindered the political mobilisation of others. In the first weeks of independence, despite the high hopes for nationwide democracy, optimism for women’s rights slipped away.MORE

BAHRAIN and SAUDI ARABIA

Saudi soldiers sent into Bahrain
Saudi troops and police from UAE deployed to Gulf neighbour to help protect government facilities after weeks of unrest.

Hundreds of Saudi troops have entered Bahrain to help protect government facilities there amid escalating protests against the government.

Bahrain television on Monday broadcast images of troops in armoured cars entering the Gulf state via the 26km causeway that connects the kingdom to Saudi Arabia.

The arrival of the troops follows a request to members of the Gulf Co-Operation Council (GCC) from Bahrain, whose Sunni rulers have faced weeks of protests and growing pressure from a majority Shia population to institute political reforms.

The United Arab Emirates has also sent about 500 police to Bahrain, according to Abdullah bin Zayed Al-Nahyan, the Emirati foreign minister.

The US, which counts both Bahrain and Saudi Arabia among its allies, has called for restraint, but has refrained from saying whether it supports the move to deploy troops.MORE

How NGOs are adopting a missionary position in Asia
A sex-worker rights activist in Thailand tells Nathalie Rothschild about the reality of the prudish, neo-colonial anti-trafficking industry.


We all know that there is a big sex industry in south-east Asia. In fact, it often seems that sex is the only thing we hear about in reports from this part of the world as the media peddles salacious stories about ‘sex tourism’, ‘ladyboys’, virgins for sale and girls tricked into prostitution. But in recent years another kind of trade has boomed there: the anti-trafficking industry. And local sex worker rights activists tell me that this industry is a far bigger problem for them than punters looking for sex or company.



Today, there are hundreds of non-governmental organisations in Cambodia alone working to ‘rescue and rehabilitate’ sex workers. Local sex-worker representatives even claim that there are more anti-trafficking activists than there are genuine trafficking victims.

Indeed, last year an audit of the USAID Counter Trafficking in Persons project reported that in 2009 the Cambodian government convicted just 12 people of trafficking offences. As for traffickingvictims, the audit concluded that it was beyond the scope of the five-year project - initiated in 2006 with a budget of $7.3million – to establish ‘baseline data’ on the numbers of victims.

Andrew Hunter from the Asia-Pacific Network of Sex Workers(APNSW) tells me that there are NGO-run women’s shelters across Cambodia that rely on funding from donors like USAID and that they use ‘lurid stories of sexual abuse to raise money. It’s kind of pornographic in a way - but it seems making up stories of the enslavement and sexual degradation of women raises more funds.’

The USAID report explained that other organisations and researchers had also failed to establish just how many trafficking victims there are in Cambodia. One of the obstacles identified was that ‘Human trafficking victims may be unaware, unwilling, or unable to acknowledge that they are trafficking victims, so it is difficult to reach them…’

For Andrew, saying that women are unwitting victims – even if they vehemently deny it – is tantamount to denying ‘the idea that women have agency’. (Ironically, the anti-trafficking industry is to a large extent made up of self-described feminists. But feminists have traditionally fought for women to be regarded as autonomous, free-thinking individuals, not as clueless victims.)

Umme Kulsum Ranjana, has been prestigiously selected as one among ten International BridgeBuilders of Harvard University for her contribution in organizing women with disabilities’ rights movement in Bangladesh. Ranjana is a woman with physical disability and the President of Protibondhi Narider Jatio Parishad (National Council of Disabled Women-NCDW) a nation-wide network of organizations working with the women with disabilities in Bangladesh. Now Ranjona is participating in the International Conference of Bridge Builders at Harvard University, USA to deliver her speech on Experiences of Mobilizing Women with Disabilities in Rural Bangladesh held on 6-10 April 2009. Ranjona is the first Bangladeshi woman who has been selected for this award.

Feb 23Jessica Yee vs Capital F feminism



Activist Jessica Yee started the Native Youth Sexual Health Network five years ago, at age 20. The self-described “multiracial, hip-hop, Two Spirit, feminist, reproductive-justice freedom fighter” is Toronto-based, but her mother’s family is from Akwesasne First Nation, on the St. Lawrence River. As executive director, Yee supervises sex-ed programs in dozens of indigenous communities. She also has a new book,Feminism FOR REAL, and appears next week in the CBC documentary The F Word, discussing gender struggle alongside heavyweights like Germaine Greer and Susan Faludi. And yet, Yee says that “capital F” feminism isn’t exactly her thing.

So what did you think of the finished doc?
I haven’t seen it. They told me I couldn’t see it until the air date. Have you seen it?

Yes.
Am I the only person of colour in it?

Yes. And really you’re only in it for about five minutes.
[Laughs] Yeah, I thought it was so funny that they wanted me to be in it. I could see when they were filming that they were really uncomfortable with some of the things I was saying.

The film puts forth the idea that younger women don’t like using the word “feminism,” even if they consider themselves part of the women’s rights movement. Are you a feminist?

I no longer feel like “feminist” describes me—I feel like I have to put a lot of words before it and after it.On Twitter I say I’m a “multiracial Two Spirit indigenous hip-hop feminist reproductive-justice freedom fighter.” I have a lot of difficulty with what I would call mainstream feminism.

How so?
I don’t buy into the main projections of feminism. Namely, that it’s a white women’s movement, it’s a privileged movement and that it’s very academic. Just because you’re a feminist doesn’t mean that you’re not otherwise racist or oppressive. It’s great that people want to be part of equity-seeking movements, but I think there’s a fear within the movement itself of being not just critical, but honest and truthful. If I’m the only young person, and I’m the only person of colour, in the whole film—I think that’s kind of indicative, and that’s exactly where the movement is. Look at the first wave of feminism and suffragettes, in the early 1900s. There’s a statue of Emily Murphy in Ottawa, with the Famous Five, the group who argued that women were “persons” under the law. What they don’t tell you about the Famous Five is that they were really racist. Emily Murphy published this eugenics book called The Black Candle, which basically talks about how Anglo-Saxon society should rule and anybody who doesn’t belong to the Anglo-Saxon society is dangerous and shouldn’t be trusted. She simultaneously helped pass the Residential School Act and the Indian Act, and I’m supposed to thank her for gender equality? What she wanted was more white people to vote.

Things That Feminism Could Do Better

Feminism should realign itself with social justice and avoid reducing all questions of women's lives to issues of sexuality and sexual behavior.

Editor's Note: Nina Power is a British philosopher and feminist, who published a must-read book, One-Dimensional Woman, out now from Zero Books. Power's brand of feminism stands apart because, as she has been known to say, we've had the "c"-word wrong all along. Indeed, capitalism is behind most of the issues facing women today. (Her book nods at Herbert Marcuse's 1964 One-Dimensional Man, which detailed the delusive freedoms of the capitalist system.) Power's book is a fascinating read, as she tackles subjects ranging from the farcical feminism of Sarah Palin to the usurping of feminism -- packaged as "women's liberation" -- to validate the wars in Iraq and Afghanistan. Power is witty, biting and thoughtful in her analysis, and a departure from mainstream feminist thinkers today.* O rly?

I should start by saying that this list should in no way be seen as an attack on anyone actively involved in feminist politics, or on the history of the women’s liberation movement. The fruits of feminism reflect the most successful and long-term social revolution that human history has ever seen -- this should never be forgotten. The list is simply a set of personal reflections on some current dimensions of the struggle, and could equally well be applied to women in general, as opposed to just those who identify themselves as feminists.

1. Feminism should realign itself with movements committed to social justice, and reclaim its ties to other progressive movements, such as the gay rights movement and campaigns for racial equality.
Feminism has sometimes allowed itself to become distracted by debates about essentialism (particularly in Britain), leading to ugly attempts to exclude trans-women from feminist debates, for example. Feminism needs to have a strategic and inclusive definition of "femaleness," which avoids compounding the oppression heaped on those who are already more likely to be the victims of violence and discrimination.

2. At the same time, the word ‘feminism’ itself (and the battles it wages) should become much clearer and stronger.
In an age in which Sarah Palin can describe herself as a feminist, despite passing anti-abortion legislation, the word needs to be reclaimed by the left and placed firmly back among broader questions of class, exploitation and oppression.

3. Feminism should not be misled by the successes of individual women at the top of their professions (politicians, CEOs, etc.).
Better than thinking of these women as "tokens," though, we would do well to see them as (sometimes) being "decoys" (as described by Zillah Eisenstein in Sexual Decoys). Which is to say, simply because they are women and successful, the success (and therefore end) of feminism is frequently announced by the media, and their noxious politics are ignored (think of Margaret Thatcher). Feminism would do well to remember how the struggle for real equality and fair income can sometimes be disguised by the purported success of the odd individual woman.

4. Feminism should be concerned with all women everywhere, and be careful not to focus on the experience of small groups of women in the West. Issues such as immigrant labor (which frequently revolves around childcare and housework for other families) often involve women from other parts of the world leaving behind their own families, and the misery that this entails. The issues affecting women in richer parts of the world may sometimes obscure the struggles against oppression, violence and economic exploitation taking place in poorer countries. Western feminism must not cut itself off from the rest of the world: there are many groups working and fighting for grassroots feminist activism around the world -- feminists everywhere should see themselves as part of the same global struggle, whilst nevertheless paying attention to the differences that exist in different parts of the world as part of this shared struggle.

5. Feminism should be wary of believing the fight has been won.
Keeping up the pressure on those who would roll back the achievements of the women’s movement (abortion rights, workplace legislation against discrimination, etc.) is a matter of urgency and perpetual vigilance. In Italy, for example, female pay has dropped to 40 percent less than a man’s pay for the same work; at the same time 46 percent of women there are unemployed. Berlusconi’s TV stations spew out endless game-shows featuring scantily clad young women pretending to be stupid. Things can always get worse: the point is to stop them before they do.

Haiti beset by series of natural disasters



The Caribbean island nation of Haiti has been beset by a series of natural disasters in recent years, experiencing four devastating tropical storms in 2008.

Tuesday's 7.0-magnitude earthquake will only further complicate living conditions for residents of the poverty-stricken country where 80 per cent of Haiti's nearly nine million people live below the poverty line.

SWAZILAND: Help Sex Workers - Senator


MBABANE, Nov 12 (IPS) - It is one of the world's oldest professions, dating so far back that it is even mentioned in the Bible. But in the deeply cultural and religious country of Swaziland, Senator Thuli Msane stirred a hornet's nest when she publicly challenged a new strict bill opposing prostitution.

Msane spoke out against arresting sex workers, when she said government should first address the humanitarian challenges that drive them into the trade.

She was responding to the new proposed legislation, the Sexual Offences and Domestic Violence Bill, 2009. The Bill imposes a six-year imprisonment on conviction, or a fine of approximately 2,000 dollars, on people who earn a living from sex work.

The Bill, which will be debated in parliament soon, also imposes a maximum sentence of 25 years and a fine of just over 13,000 dollars on those who perpetuate the trade through running brothels and using children as sex workers.

Currently the Crimes Act of 1889 imposes a fine of about 80 dollars or imprisonment for two years to anyone who entices immoral acts.MORe
